Summary: On July 4, the Center for Historical Memory (the successor to the Perm department of the human rights research organization Memorial) was fined 300 thousand rubles in the case of “discrediting” the Russian army (Article 20.3.3 Part 1 of the Administrative Code). Since the decision was made in absentia, the exact reason for drawing up the protocol is currently unknown. Presumably, the reason could have been the appeal of the International Memorial on February 24 last year on the Perm Memorial website. The same domain is now used by the Center for Historical Memory.
