Due anni fa, senza aver subito attacchi precedenti di sorta, Vladimir Putin ha lanciato un’aggressione militare su vasta scala contro l’Ucraina; ne sono risultati massacri e distruzioni a livelli mai visti dalla Seconda guerra mondiale. La guerra contro l’Ucraina ha coinciso con una repressione grave e sempre maggiore contro il dissenso politico e la libertà di parola all’interno della Russia. Di recente il mondo è stato scosso dalla notizia del decesso di Aleksej Naval’nyj, principale avversario politico di Putin. Prima di finire in galera, dove è stato torturato e assassinato, Naval’nyj era sopravvissuto a un tentativo di avvelenamento con armi chimiche organizzato dalle autorità. Nonostante questa terribile esperienza, ha scelto di tornare in Russia, mostrando sprezzo del pericolo e vero amore per la patria.
La guerra in Ucraina e l’assassinio di Aleksej Naval’nyj non riguardano solo la Russia e l’Ucraina. Il regime di Putin si è rivelato una minaccia chiara e imminente per l’umanità intera. Dal 2000, quando è salito al potere, Putin ha sistematicamente smantellato le istituzioni democratiche create dopo l’epoca sovietica e ha rinfocolato conflitti in vari stati che un tempo erano repubbliche dell’URSS. L’aggressione su vasta scala contro l’Ucraina e l’assassinio di Aleksej Naval’nyj mostrano che la minaccia ha subito un’escalation fino a un nuovo livello, dato che il regime di Putin supera ormai ogni limite nel violare i diritti umani e il diritto internazionale.
Dopo gli orrori delle guerre mondiali novecentesche è diventato chiaro che l’umanità può evitare l’autodistruzione solo rispettando la democrazia e aderendo al diritto umanitario internazionale. Il regime di Putin, tuttavia, infrange questi principi con massimo cinismo. I tragici totalitarismi novecenteschi richiedono di impegnarsi per la libertà e la dignità di ogni essere umano. Putin le calpesta entrambe apertamente. Ha trasformato la Russia in uno stato poliziesco altamente militarizzato, dotato del più grande arsenale nucleare, che rappresenta una minaccia esistenziale per il mondo intero. Questi pericoli sono stati descritti da Aleksej Naval’nyj e altre figure importanti dell’opposizione russa, che hanno ripreso la fiaccola del loro grande predecessore Andrej Sacharov, Nobel per la pace del 1975.
Noi, studiosi del mondo intero, supplichiamo i leader mondiali di impegnarsi vigorosamente per la pace, il progresso e i diritti umani. In quanto membri della comunità accademica internazionale, siamo profondamente preoccupati nel vedere il processo scientifico minacciato quando i dittatori restringono la libertà intellettuale, soprattutto ora che la cooperazione globale è più importante che mai, quando incombono pandemie, il riscaldamento globale e la minaccia esistenziale di armi di distruzione di massa.
Chiediamo ai leader mondiali e a tutti gli esseri umani di buona volontà di smettere di farsi qualsiasi illusione su Putin e il suo regime criminale. La storia insegna che cercare di rabbonire l’invasore ha il solo risultato di favorire ulteriori crimini contro l’umanità. Nessun beneficio temporaneo può giustificare una simile iniziativa. Siamo determinati a non ripetere gli errori degli accordi di Monaco del 1938!
Chiediamo ai leader mondiali:
– di aumentare drasticamente gli aiuti all’Ucraina. L’Ucraina deve vincere; non basta che “non perda”. Aiuti tempestivi ridurranno le perdite in vite umane e permetteranno di scacciare l’aggressore dal territorio ucraino. Se Putin verrà sconfitto nell’aggressione militare che ha lanciato, la si potrà considerare una vittoria morale per milioni di russi, rinforzando le loro speranze per un futuro democratico e rivitalizzando il movimento che si oppone alla guerra nella Russia stessa.
– di sostenere i diritti umani e l’opposizione democratica in Russia. La comunità globale deve unirsi per proteggere i prigionieri politici attualmente soggetti a torture in Russia. Molti capi dell’opposizione, come Vladimir Kara-Murza, Il’ja Jašin, Lilija Čanyševa, sono in imminente pericolo di vita.
– di aumentare il sostegno ai cittadini russi a rischio di repressione per le loro convinzioni democratiche e contrarie alla guerra, e che hanno bisogno di asilo politico.
– di sostenere le organizzazioni russe democratiche che si oppongono a Putin; ciò implica tra l’altro sostenere i media russi indipendenti, essenziali nel facilitare il cambiamento di regime.
– di delegittimare l’autorità di Putin, che rimane illegalmente al potere in Russia. Nonostante tutta la sua propaganda, il regime di Putin cerca disperatamente l’approvazione della comunità globale. Se riconoscessero come illegittima la rielezione di Putin, i leader mondiali invierebbero con forza il messaggio che non lo si può più considerare un partner in qualsivoglia iniziativa.
Incoraggiamo gli esseri umani di buona volontà e le organizzazioni cui appartengono a sfruttare tutti i canali disponibili per spingere attivamente i capi politici di riferimento ad affrontare l’aggressione russa e sostenere l’Ucraina. Rendiamo omaggio al sacrificio ultimo di Aleksej Naval’nyj e sottolineiamo l’importanza di promuovere la democrazia e la legalità in Russia, per integrarla nella comunità internazionale delle democrazie. Tramite un’azione collettiva possiamo contribuire a portare la pace in Europa e prevenire una catastrofe globale.
